It is also not specific to the Internet.  A similar thing happens in regular mail with &quot;Corporation registration renewal&quot;.  It must be a cottage industry.  Private registration companies, with official sounding Sacramento addresses, grossly overcharge for something trivial, that any Corp can easily do directly with the Secretary of State.
